Gross Expenditure on Research and Development (GERD) is the primary indicator for the R&D activities of a country. It covers all expenditures spent on R&D in a country during a reference period. It measures both current and capital expenditures in R&D and includes foreign funded R&D activities but excludes R&D activities that take place overseas (Frascati Manual, 2015).
